I think that Child Soldiers are Victims because those who get forced to do it (which is most people) either get the choice to murder innocent people or die. Why does the government force them to do something they don't want to? If they want to do it, they would offer to join them, not be forced. Child soldiers should be given amnesty because they are forced to commit the crimes.
